"Municipal Party Secretary" tells the story of a group of people in the municipal party committee headed by Han Wangjie, who put people first, serve the people, and unite the people of the city to build a new socialist city with the consciousness of public servants, awareness of crisis, and awareness of diligence and thrift. The story takes place in Dongzhou City, a state-planned city, somewhere on the eastern coast of China.

Mayor Lu is worried that the change of hands of Dongzhou Group will affect the economic development of Dongzhou City. He hopes that Secretary Han will talk to Xu Erju. Han Wangjie thinks it is not the right time yet. Han Wangjie and Lu Zhe went to the new science and technology park to inspect. Seeing the prosperous scene in front of them, they talked about the difficulties they encountered when making decisions at the beginning, and lamented the need to use the power in their hands carefully.
